If you searched "is VPN legal in the EU", "what is Chat Control", "EU VPN ban age verification" or "VPN for geo-blocking legal" — here is what actually changed this month and what to do about it.

What's happening

— Chat Control 2.0 — September 29. Brussels makes its sixth attempt to agree the permanent EU law on scanning private messages. Parliament: scan only named suspects with a court order, keep end-to-end encryption intact, no mandatory age checks. Council: "voluntary" scanning by providers plus mandatory age verification for messengers, no explicit protection for encryption. By campaigners' count 9 governments (about a third of the EU population) oppose mandatory scanning; 35% blocks it, so Germany decides. The temporary Chat Control 1.0 was already extended to April 2028 — even though 314 MEPs voted against it in July (361 were needed).

— Cyber Resilience Act — live since September 11. Any product with digital elements sold in the EU must report actively exploited vulnerabilities within 24 hours. VPN-specific security standards are in draft at ETSI/CEN with an October 30 deadline — the first official EU rulebook for what a trustworthy VPN must do.

— Is a VPN legal in the EU? Yes — the top court said so. In the Anne Frank manuscripts case the CJEU called VPNs "lawful technical tools": a publisher using geo-blocking isn't liable when users get around it, and using a VPN to do so isn't illegal in itself.

— UK VPN ban? Cancelled. After months of "ban VPNs for kids" headlines the government checked its own data — 26% of 11–17-year-olds use a VPN, only 7–10% to dodge age checks, 45% just type a fake birthday — and decided not to restrict VPNs. Ofcom and the ICO report in October on what platforms should do instead.

— Pressure elsewhere: Proton is moving most of its infrastructure out of Switzerland over a proposed surveillance law, French courts have ordered five major VPNs to block sports-piracy domains, and the Commission still wants an EU-wide age-verification app by year-end.

If you searched "what does my ISP see when I use a VPN", "is VPN safe on public Wi-Fi", "how to unblock websites", "how to avoid uploading my ID for age verification", "VPN for travel to Russia, Turkey, UAE or China" or "VPN that doesn't look like a VPN" — this one is for you. Whether it's a work trip to Moscow or Shanghai, hotel Wi-Fi in Spain, a UK or French site demanding your passport before it lets you in, or a page that says "not available in your country" — the mechanics are the same.

What others see when you're on a VPN

— Your ISP or mobile operator: only that your device talks to one server, and how much encrypted data flows. Not which sites, not which apps, not your searches. With HoneyVPN even DNS goes inside the tunnel, so the ISP can't see domain names either.
